Charles Rathbone Low served as a Lieutenant in the Indian Navy, and published numerous historical studies on maritime themes, including his best-known work, his 'History of the Indian Navy (1613-1863)'. These three volumes are a comprehensively detailed history of the Royal Navy from the American Revolution through 1892. Besides the Revolution and the War of 1812, Low covers the Napoleonic Wars and Admiral Nelson and his battles.

The chromolithographic full-page colour plates of ships are by William Christian Symons and William Frederick Mitchell. Despite doing notable mosaic work for Westminster Cathedral, Symons was an English ornamental designer. However, he is better recognized for his oil and watercolour paintings.

Mitchell was also a renowned British artist, commissioned to paint many naval and merchant ships. Whilst many of his collected works were originally published in The Royal Navy in a series of illustrations, many originals are held in the National Maritime Museum Collection in Greenwich, England.

Low writes in his preface that "the recent augmentation of the Naval forces of the country has increased the interest felt in our ships and sailors, and the present appears a suitable time to bring before the public a detailed and comprehensive work on the history of the Navy, illustrated by coloured plates, depicting the materiel no less than the personnel of the British fleet."
